Christine McLaughlin

Christine is a director in the Scottish Government, with responsibility for population health, focusing on reducing health inequalities and increasing life expectancy.

Prior to joining Scottish Government Christine held a number of senior finance roles in NHS Scotland and management consulting roles with PwC, KPMG and Atos working with public sector clients.  Christine is a Chartered Public Finance Accountant.

Claire McColgan CBE

Claire is a public servant and creative entrepreneur recognised for her work in leading Liverpool’s cultural and visitor economy offer. Over her 25-year career, she has received awards such as the Innovation in Business Award and Woman of the Year Award. Claire is an expert in culturally led regeneration, supporting cities across the country and world.

Most recently, she delivered Eurovision in Liverpool on behalf of Ukraine.

David Emerson CBE

Chair

David is chair of Carnegie UK. David’s charity experience includes as a former CEO of the Association of Charitable Foundations for 15 years; as chair of three UK foundations and charities; with earlier work for NCVO and other charities.

Other professional experience includes rural community work, theatrical administration in the West End, and leading the management association for the UK’s regional theatres.

Dr Colin Firth

Colin is a retired medical practitioner who worked as a partner in a Rosyth general practice for over thirty years. He was instrumental in enhancing community based services in response to assessed health need and gained Fellowship of the Royal College of General Practitioners.

Colin is also a Trustee of the Carnegie Dunfermline Trust and Convenor of the Hero Fund Committee.

Dr Laura Zahra McDonald

Laura is a founding director of ConnectFutures and an advocate of whole community approaches to social challenges. Laura is an experienced researcher and evaluator, specialising in engaging participants from underserved backgrounds, communicating her findings with a wide range of audiences including government, corporate, third sector and community organisations.

She holds an Honorary Research Fellowship at the Department of Sociology, Social Policy & Criminology, University of Liverpool.

Dr Ruth Strain

Ruth is a fundraising professional with over a decade of experience securing gifts and building partnerships at University of Oxford colleges, the University of Edinburgh, and, most recently, the Royal Botanic Garden Edinburgh.

She has served on the Board of Trustees for the Carnegie Dunfermline Trust since 2021.

George Murray

George has worked in community education for over 20 years and is employed by Fife Council as a community learning and development worker with a remit to deliver informal learning opportunities to young people.

George manages a team of youth workers and volunteers on projects that improve quality of life for young people. George is a trustee of the Carnegie Dunfermline Trust and the chair of the Outwith Festival.

Megan Mathias MBE

Megan is director of delivery and improvement in the Cabinet Office in the Government of Jersey. Between 2020 & 2022, Megan was CEO of Moondance Cancer Initiative, a not-for-profit to fuel better cancer outcomes in Wales.

Before that, Megan was group director policy for the Government of Jersey where she was a member of the Government’s senior leadership team. She was awarded an MBE in 2020.

Mike Reid

Mike is a trustee of Carnegie UK as well as the Carnegie Dunfermline and Hero Fund Trust. Mike’s career spans 30+ years and has focused on the convergence of technology, marketing and the transformative capabilities of digital. 

In 2016 Mike retired from Sapient, an award-winning business he founded in 1998. Mike now has his own advisory business, Nine Patriots Consulting, which helps businesses grow and scale.

Mohammad Jamei

Mohammad is the director of economic policy at the CBI with over a decade of experience as a public policy economist. He leads the CBI’s work on tax, regulations, and economic policy development in the UK.

Before this, Mohammad set up CBI Economics, a consultancy primarily focused on bridging the gap between businesses and government. Mohammed has also worked for PwC, HM Treasury and UK Finance.

Professor Duncan Morrow

Duncan Morrow is professor in politics at Ulster University where he is currently also director of community engagement.

Duncan was appointed as a sentence review commissioner in 1998 responsible for implementing the early release provisions of the Good Friday Agreement. For ten years, Duncan was chief executive of the Northern Ireland Community Relations Council. He also chaired Ministerial advisory groups on Sectarianism and on Hate Crime, Prejudice and Community Cohesion for the Scottish Government.

Professor Mark Shucksmith OBE

Mark is an author and professor of planning at Newcastle University, where he was director of the Institute for Social Renewal from 2012-18. His research focuses on social exclusion in rural areas, rural housing and rural development.

Mark recently served as specialist adviser to two House of Lords Select Committees. He was chair of the Scottish Government’s Committee Inquiry into Crofting and a board member of England’s Countryside Agency. Mark was awarded the honour of OBE in 2009.

Rachel Doyle

Rachel is the owner and director of Home Instead, a home care company based in Fife. As a champion of person-centred care, she strives to improve the lives of others.

Rachel has more than 30 years’ experience working in both the public and private sector. In 2015, she took on the role of head of Health, Safety and Wellbeing at Strathclyde University and gained an MBA with distinction in 2022. Rachel is a trustee of the Carnegie Dunfermline and Hero Fund Trust.

William Perrin OBE

William works at the interface of technology, the state and the voluntary sector. In a wide-ranging public service career, which included being an advisor to Tony Blair, William was instrumental in creating Ofcom, reforming the regulatory regimes of several sectors and kicking off the UK government’s interest in open data.

William was awarded an OBE for his highly influential work at Carnegie UK with Prof Lorna Woods that underpinned the UK government’s approach to regulating online services.
