The changing relationship between society and state

In the context of global financial shocks, ageing populations and climate change, many feel that it is the time to look afresh at the relationship between society and government. There is debate and discussion across the UK and Ireland about a new more active role for individuals and communities in shaping public services and improving societal well-being. The language and the approach used in each jurisdiction varies but the Trust believes that there are common threads to the debates. There is an opportunity to consider what an Enabling State might mean and how the state can best take on a new role as facilitator and enabler of individual and community capacity.

This discussion paper written by Carnegie Fellow Sir John Elvidge contains a broad analysis of the debate and is intended to stimulate discussion. It is the first stage of our Enabling State project and the basis for conversations with key stakeholders in each of the Trusts 5 jurisdictions.
